TO PROVIDE WORK IN A SAFE ENVIRONMENT FOR ALL THEIR EMPLOYEES AND SUPPLIERS
•To overview and develop continuous, applications and action; to form the HSE Management System that is suitable to requirements of the TS 18001 Standard
• To prevent porcitations of our employees in occupational illness, and taking the necessary precautions to protect against all types of accidents and hazardous

INTRODUCTION
HSE Department of Tersan Shipyard comprises two teams as new building and ship repairing. There are 8 HSE engineers, 8 formen, 29 HSE personnels under the Safety managing in the Department. Tersan Safety department, it implements training, instruction and corrective preventive activities to prevent occupational risks, elimination of detected nonconformities, auditing of the revised system and making necessary improvements, realization of general field inspections, and working with work permit procedures.
The environmental engineer is responsible for environmental responsibilities and shipyard environmental practices. The health department provides health services with 3 doctors, 2 day health personnel, and 2 night staff together with a staff of 7 people. Also Tersan Shipyard have to one ambulance. Health Department provides health services by the for seven days a week.
The main aim as the HSE Department is prevented to the occurrence of environmental pollution, minimized the accidents and analysed hazard and risk.

PURPOSE
This manual provides guidelines for the preparation of a company’s safety, health and environmental management system. The guidelines are general since an individual company’s requirements vary with the size of the company, range of operations, management policy and etc.
The objectives of the manual are to:
• Highlight the important aspects of safety, health and environmental protection to assist companies in new building or ship repair planning, implementing and auditing management systems in order to satisfy company, legal and social obligations
• Assist companies to put in place safe work practices and management systems to enhance their safety performance.
SCOPE
This manual covers all kind of activities to be carried out in the scope of Occupational Health and Safety Management System.
